Leistungsnachweis durch überdurchschnittliche Eigen- bzw. Vererbungsleistung beim Shetland Pony, Deutschen Classic Pony und Deutschen Part Bred Shetland Pony

Insgesamt muss ein sechsjähriger oder älterer Hengst 10 Punkte erreicht haben, um als leistungsgeprüft zu gelten. Die Punkte können erst ab dreijährig gesammelt werden. Der offizielle Nachweis des jeweiligen Zuchtverbandes oder Veranstalters muss vorgelegt werden.

Die internationale Shetland Pony Schau 2010 wird in der international bekannten Sprinsportarena in Hickstead, West Sussex RH17 5NU ausgetragen werden! Sie wird am 31. July - 1. August 2010 statt finden. Die Vorbereitungen sind schon gut fortgeschritten und werden von Frau Anne de la Warr und Jill Jones getroffen. In Kürze gibt es weitre Details hierzu!

Ab dem 1. Januar 2010 gibt es eine neue Vize-Präsidentin der SPSBS, Frau Joan Lambert! Frau Lambert züchtet schon seit 30 Jahren erfolgreich und ist zudem im Richtergremium tätig.

Der momentane Präsident wird seine Tätigkeiten zum 1. Januar an die momentane Vize-Präsidentin Frau Sue Bowling übertragen.

In England wird momentan heiß über die Einführung einer Pferdesteuer diskutiert. Hierzu wurden einige Beschwerden bei der DEFRA eingereicht!

Desweiteren wird vor Pferdedieben gewarnt, die momentan in UK ihr Unwesen treiben. Der Präsident ruft zur Mitarbeit auf und rät von Alleingängen ab.

Das ISPC Treffen, welches am 30. May im Hilton Hotel des Standsted Flughafen abgehalten wurde, war gut besucht. Die SPSBS erhofft sich dadurch eine noch engere gute Zusammenarbeit zwischen dem Ursprungszuchtbuch und den internationalen Tochterstammbüchern.

Im aktuellen Newsletter wird mitgeteilt, dass die INternationale Shetland Pony Schau (European Shetland Pony Games) im Jahr 2010 in Hickstead /Sussex von 31.July bis 1.August stattfinden werden! Ganz in der Nähe liegt der Gatwick Airport und einige Fährstationen!

Desweiteren findet ein Treffen der Europäischen Shetland Pony Verbände am 31. Mai im Hilton Hotel/Stansted Airport statt!

Die SPSBS hat Stellung zu ihrer Abwesenheit während der Internationalen Shetland Pony Spiele 2008 in Redefin bezogen.

Das Mutterstutbuch möchte darin klar stellen, um Missverständnisse vorzubeugen, dass die Entscheidung keinen offiziellen Vertreter entsandt zu haben, eine Entscheidung der Sitzung im April 2008 war, unterstützt durch die Anwälte des Mutterstutbuches, welche es nicht gut hießen durch Anwesenheit die Nicht-Einhaltung der Vorgaben des Mutterstutbuches der deutschen Gast-Verbände zu befürworten.

Die SPSBS hofft, dass diese Differenzen in naher Zukunft beigelegt werden, falls Guter Wille alle betroffenen Parteien zu einen Treffen zusammenführen wird um die Auflagen des Mutterstutbuches und der EU nachzukommen.

INTERNATIONAL SHOW 2008

The International Shetland Pony Show was held in Germany on the 26th and 27th July 2008.

There was some disappointment expressed that the SPSBS did not have an official representative at the show and to avoid any misunderstanding why this was the case, the Society would like to make it clear that this was a decision made at the April Council meeting following advice from the Society lawyers not to attend a show when the host country does not comply with the Mother Stud-Book rules. It is hoped that these differences will be resolved in the future if there is goodwill from all parties to meet and discuss our obligations to comply with current European legislation.
It has also been said that an ISPC meeting took place at the show and that the next International Show in two years time will be held in Holland. The Society wishes to make it clear that whatever meeting took place it was not an ISPC meeting as the UK chairs all ISPC meetings and had not attended nor called any such meeting therefore any meeting held without our presence was not an ISPC meeting. . The ISPC is simply a forum chaired by the Mother studbook for discussion between the daughter studbooks. The ISPC has no legal power and cannot make rules, only the Mother studbook can do this after debate within the SPSBS Council and a vote by the Mother studbook Council.

THE INTERNATIONAL SHOW IN 2010 WILL TAKE PLACE IN THE UK AT MALVERN AS PLANNED AND DECIDED UPON BY ALL ISPC COUNTRIES AT A PREVIOUS MEETING.

Another rumour is that not all Daughter Stud-Books were invited to last years International Shetland Pony Meeting in Perth. ALL our daughter stud-books were invited, some chose not to attend for different reasons but everyone received an invitation and the meeting was very successful with much interest from representatives from our new daughter stud-books.
As Mother Stud book we are obliged under EU legislation to recognise ALL officially recognised Daughter Stud-Books. Recognition is granted by the respective Ministries in the daughter studbooks’ country and some have several in the same country. For example - in Austria there are currently four officially recognised studbooks and we as Mother Studbook must recognise all four and all four are allowed to attend and participate in the ISPC meetings. Germany have fifteen and all are entitled to attend ISPC meetings if they choose.
SEERAD and DEFRA are very supportive of the SPSBS position and are assisting our society with ongoing discussions to obtain full compliance from all EU countries to follow correct legislation.
This years International Shetland Pony Meeting will again be held in Perth, this will be on Saturday 15 November 2008. We hope that as many Daughter Stud-Books as possible will attend and if numbers keep on increasing we hope to look for a suitable venue in Edinburgh next year to travelling from abroad easier for representatives.

The Mother Stud-Book for the Shetland Pony Breed cordially invites representatives from all her Daughter Stud-Books to attend the annual International meeting in Perth Scotland on Saturday 15 November 2008

The meeting will be conducted in English and all countries will be welcome to bring an interpreter to ensure maximum understanding of legislative matters. The Mother Stud-Book aims to establish good relationships between all the Shetland Societies to further the interests of the breed throughout Europe.

The Mother Stud-Book makes the rules for the principles of entry and the stud-book layout and all rules of the Mother Stud-Book must be complied with by Daughter Stud-Books in order to facilitate free trade without barrier between all EU countries. This meeting will endeavour to give a clear understanding of current legislation and the rules that we all must comply with. The Mother Stud-Book appreciates that in the past different countries have had different regulations regarding entry into their stud-books but European law requires we now all follow the same. It recognises that there has been some confusion between countries in the past regarding the implementation of legislation and would like to meet with as many Daughter Stud-Books as possible to ensure that a correct understanding is established between us all so that we can move forward to a healthy future for the benefit of the Shetland Pony.

As the country of origin for the breed we are concerned to ensure that ponies are bred to a high standard throughout the EU and as Mother Stud-Book we will offer whatever help and assistance is required by any country. Several new countries have applied for Daughter Stud-Book status which proves the continued popularity of the breed. We therefore hope that as many as possible will be able to attend this meeting this year in Perth in November and if this meets with enthusiastic response then next year a suitable venue in Edinburugh could be found to facilitate the meeting for 2009.

Please would you reply to indicate whether or not you are able to attend the International meeting and how many people will be in your party by the 1 st October 2008. A suitable venue will then be arranged to suit the number of people attending who will be notified of all the relevant details together with a list of hotels. A reply form is enclosed for your benefit.

In einer Email von Frau Dr. Dohms/FN Warendorf wurde eine Abschaffung der Kör- und Leistungsprüfungspflicht im Jahr 2009 dementiert! Es beschäftige sich momentan lediglich eine Arbeitsgruppe mit dem Thema die Leistungsprüfungen zu Privatisieren!

Your Vice-President and I attended a meeting with SEERAD on the 20 th May 2008 in Edinburgh where the Society’s lawyers were also present. Very positive and productive discussions took place; SEERAD continues to fully support the position of the Society. A response has been received from the Netherlands which indicates that the Dutch Ministry
acknowledges that there are problems with the Dutch Stud-book layout and asking for a meeting to take place with the UK ministry and the Dutch Ministry with the respective Stud-Books as well. At this time a request to take such a meeting forward has been made by SEERAD and we are trying to finalise a date for all concerned. I would like to make Members aware that over the last two years the cost of the Society’s legal advice on the above matter has amounted to £6,750.00p This includes reviewing all the relevant European legislation 92/353, 92/354 and 96/78 in order that we had the correct advice on the lawful meaning of all regulations, decisions and directives, drafting of the original complaint about the Dutch Stud-Book (which, of necessity was 64 pages long) and replying to substantial queries in respect of the original complaint. The above costs also include the monthly follow up by the Society lawyers who contact SEERAD to progress the complaint. Without this concerted legal effort the Society would not be in the advanced position that we are now in.

Members should be aware of and compare the above costs to the £50,000 plus that has been spent, by previous Councils, on attending International Shetland Pony Committee (ISPC) meetings throughout Europe which achieved little and completely failed to protect the breeding rights or pedigree of exported UK Shetland Ponies.

As Members are aware for many years the SPSBS has been at odds with the compulsory inspection of pedigree Shetland ponies, stallions, mares and foals by certain daughter stud-books. The SPSBS has exhausted all forms of communications with, in particular, the Netherlands over many years in order for this practice to stop. The continued selection process at best gave limited breeding rights to stallions (a maximum of 12 then 8 offspring) or at worst totally took away a recognised stallion’s breeding rights and ended with hundreds of perfectly good and sometimes outstanding pedigree Shetland stallions being lost to the breed for ever.

Council voted unanimously back in 2007 that this matter was to be put into the hands of the SPSBS lawyers for their advice on the best way forward. The Society lawyers looked at the operation of the Mother Stud-Book and after careful discussion with SEERAD (and confirmed by both the EU Commission in Brussels and our own Government in Whitehall) the decision was taken with full Council agreement to use the statutory provision within the relevant legislation to make an official complaint about the Dutch stud-book. Council realised right from the outset this would be a protracted procedure but with any lengthy process, it has to start somewhere. We are now at the point where the Dutch government has at last entered into correspondence and the Dutch stud-book has suggested a meeting within the next few weeks to thrash this out. I feel that we are last on the point of getting somewhere and hope to be able to report further in the next newsletter. Without the involvement of the Society lawyer and the continued support of SEERAD we would not have made the excellent progress we have.
